Article 15 as drafted makes discontinuance a Board decision outside the grievance procedure, and 16.4 then adds discontinuance as a ground for layoff. Together with recall halved to twelve months and "shall offer" reduced to "may offer", a member laid off through a programme closure has no enforceable route back.

We will accept the general increase at 2.0 per cent in year one, and accept it takes effect on 1 July rather than 1 April, only if recall in 16.3 returns to 24 months with a mandatory offer and sessional conversion returns to 6 terms.

If one element is withdrawn
The general increase concession is the Association’s only monetary movement in this round. If either of the two conditions is withdrawn, it goes with them, and the item returns to its opening position of 3.5 per cent effective 1 April.
This is a demonstration running on invented data, with no database and no sign-in behind it.
