Article 15 as drafted makes discontinuance a Board decision outside the grievance procedure, and 16.4 then adds discontinuance as a ground for layoff. Together with recall halved to twelve months and "shall offer" reduced to "may offer", a member laid off through a programme closure has no enforceable route back.
